Once you have researched a technology level (TL) for a school, all of the techs that are at that level will begin researching. Each of them will take a random amount of time to finish researching. This randomness is abstracted from the rest of the research system - that is, it doesn't matter how many or how few research points (RPs) you are generating, the tech will research in the same amount of turns regardless.

Because of the complete abstraction, there is little justification for having the random turn system in place. By applying this patch, the randomness is removed, and all techs will automatically finish researching in one turn (the turn after you've researched the appropriate TL).
